Official Minsk has made Africa a regular subject. In headlines from state outlets in our collection, officials set or repeated trade targets with African partners at least 14 times between September 2023 and September 2026. Over the same period, results came as multiples: exports grew “almost four times”, trade “more than ten times”. In the headlines we read, only two gave the trade itself in dollars: 40 million dollars with Zimbabwe for 2022, and 110 million with Egypt for 2025. What we cannot see is the base behind the multiples, because Belstat’s tables of trade by country, in the editions we hold, stop in 2021.
Attention follows the visit
State headlines on single African countries rise around visits and fall afterwards. Zimbabwe went from 58 state headlines in 2022 to more than a thousand in 2023, the year of Lukashenko’s state visit, whose “economic effect” BelTA put at 200 million dollars. Equatorial Guinea rose from two headlines to 744 in 2023 and fell to 32 so far this year. Algeria jumped in 2025, when Lukashenko made an official visit in December.
In the headlines we read, only two gave the trade itself in dollars.
Targets that move
The targets repeat, and their deadlines slide. In September 2023 Belarus and Equatorial Guinea said they aimed for 100 million dollars of trade; a month later the date became 2030. With Zimbabwe the same figure was set in May 2025, “confirmed” in February 2026 and repeated in May. The last dollar figure for Zimbabwe in state headlines is still the 40 million for 2022.
Algeria shows the slide most clearly. In Algiers in December 2025, Lukashenko said trade should reach “at least 500 million dollars” within “a year or two”. In April 2026 the target became the end of 2027. In September it was a “common task” with no date, announced together with contracts worth 18 million.
The continent-wide target moved too. In November 2024 the Economy Ministry said Belarus had “every chance” to pass one billion dollars of exports to Africa by the following year. In October 2025, that year, an official said supplies “need to be raised” to at least one billion.
The targets repeat, and their deadlines slide.
Results as multiples
Reported results almost always came as a ratio. Exports to Africa grew “almost four times” in 2024 and “three times” in early 2025. Trade with Zimbabwe grew “eight times” since 2018. Trade with Algeria grew “more than ten times” in the first quarter of 2026, and dairy exports to Africa “twelve times” in four months. A tenfold rise from a small base can still be small. National Statistical Committee of the Republic of Belarus does not let a reader check: the latest of its tables in our archive that name Zimbabwe, Kenya or Egypt cover 2016 to 2018.
The one full-year figure for 2025 came from Egypt: 110 million dollars, reported by SB in May 2026.
A tenfold rise from a small base can still be small.
How sure we are
The count of targets and dollar figures is Medium, because it rests on headlines and a figure given only in the body of a text would be missed. The weakest row is the size of the trade itself, which no Belarusian source in our collection publishes.
How it fits
How it fits. State outlets announced each target in a headline and reported each result as a ratio without a base, while the statistics that would test both are no longer published by country. This fits T4, incidents come with a media plan, including silence: the plan here carries the target and the multiple, and the silence covers the base. A simpler reading is that Belarus keeps trade with friendly states out of public statistics because of sanctions, and multiples are the only form officials are allowed to give. If officials publish the dollar value of trade with Zimbabwe or Algeria, the silence was about sanctions; if the targets keep moving without a figure, it is about the story.
What to watch
By 31 December 2026, an official or a state outlet publishes the dollar value of Belarus’s 2025 trade with Zimbabwe. We expect no such figure, with Medium confidence.
By 31 March 2028, an official figure shows trade with Algeria in 2027 of 500 million dollars or more. We expect it does not, with Medium confidence.
By 30 June 2027, National Statistical Committee of the Republic of Belarus publishes trade with any African country for a year after 2021. We expect it does not, with Medium confidence.
Method and limits
We searched our corpus from 2018 to 16 October 2026 for headlines naming African countries, by segment and year, and read by hand the state headlines since 2022 that carry trade figures, targets or contracts. We counted a target each time a headline set or repeated one, and a dollar figure only when it gave the size of annual trade. Contract sums and the “economic effect” of a visit are not trade figures and are not counted as such. Our collection of state outlets grew over these years, so yearly counts of headlines show the shape of attention around visits, not its exact size. The National Statistical Committee of the Republic of Belarus check rests on the editions in our archive, where trade by country stops in 2021. Thesis tag: T4.
